Light consists, at least in part of photons. Photons excite photoelectric cells. Excitation in photoelectric cells induce electric current. Electric current is charges and is stored in storage battery or otherwise put into electric grid for immediate use.

doing an art project on renewable energy and have the idea of:
a solar panel which powers up a bulb, the bulb is facing the solar panel so in turn charges up the panel and so on...
so the solar panel needs to put out the same w/h that the bulb uses.
The bulb needs to put out enough light intensity so the solar can put out enough power to run the bulb.
would i be correct in saying i dont need a battery because no energy needs to be stored?
LED seems to be the way foward because they put out alot of light with low power consumption.
i can buy a solar panel with an output of 500ma/h made for charging ipods which are 3.7 v
P=VI so 5A x 3.7V = 18.5W
so i can buy an 18W LED at most?

Nice try, but it won't work.
Even if you completely surround the bulb with solar panels and you use the most efficient solar panels and bulb that you can get, you can never get as much energy out of the panels as you put into the bulb, which means the bulb will go out pretty much instantly.
The reason is that there are always losses in the system; some of the power gets converted into heat which is lost to the environment.
