how can i make led light panels that are portable?

these are very handy led light panels which are portable and are used in filming. except…. they cost about 2000 bucks!!!! does anyone know what i would need to buy to make portable light panels which you could change the light settings on – light with a dimmer? and how much this would cost?
This is not simple to do for novice. I also don’t know what made of that panel but my idea is;
a. A 0~10VDC power source capable of handling high current (may be 10A to have wide adjustment range) depending how many LEDs you will install.
b. Universal PCB to solder the LEDs.
c. Resistors (1/8W). Connect in series with the LEDs to keep the LED lights with similar brightness.
d. Narrow angle Superbright LEDs.
e. Metal housing.
