These do not work, they are a total scam. You will always consume more electricity electrolyzing the water than you can get back by combusting the gases. Not even close.
Plus this is an explosive mixture and dangerous.
This is not just my opinion, but hard scientific fact.
Just think, if you could generate electric power from nothing, every auto manufacturer would be knocking on your door. Even more, we could shut down every coal, oil, nuclear, wind, solar power plant and use this method. But, sad to say, you can never get something from nothing, so we will have to stick with our fossil fuels and hope nuclear/solar/wind power comes on line in time.

Can an internal combustion engine run on hydrogen peroxide?
Hitler ran both his uboats and his V2 rockets on hydrogen peroxide. I don't know what adaptations were used, but if I had the time and facilities I would get a small internal combustion engine that had a carburetor with interchangeable jets, and for which a lot of jets were available (motorcycles?) and buy some hydrogen peroxide in the drugstore and see if I could get it to kick over.
Thing is -- hydrogen peroxide is getting cheaper because of new technology. And there's a huge new plant coming on line in a few years, I think maybe in Belgium, that will further reduce the cost.
At a certain point in the rise of gasoline prices it would be good if we could shift to it. Of course the byproduct of hydrogen combustion is water instead of carbon monoxide, so that's good too.

Yes in theory , You could run an IC engine on hydrogen Peroxide ( HP). This would run more like a diesel engine than a gasoline engine. HP would require a Platinum or Palladium Catalyst in the cylinder head to make it combust this is the only way you can get it to burn. HP is not combustible ,but is a great oxidizer in a rocket engine. The only why to use it as a fuel is to use a catalyst to break the chemical bonds. I feel you would have better luck trying to make a Rotary engine run on HP rather than a piston engine. I suspect it was used on U-boats as an oxidizer in addition to diesel fuel, much like the Russians used liquid oxygen. This adaptation will let you run your main engines while diving under the water. I believe a lot of torpedo's use this principal as well.
