In other words, if 'green' technology is as good, or better, than current technology, would it be necessary to try and make people choose the 'green' option? Doesn't it make more sense for the government to invest in technology and design as a way to drive changes to protect the environment rather than a punitive approach?

I'm guessing you would keep an emergency 'booster' in the trunk in case of that happening (like you can get now for when you get a flat battery - http://www.theultimatefinish.co.uk/emergency-power-and-light/jump-starters.aspx)
I think you would get enough charge out of 20 minutes to go about fifty miles from what i've read. A full charge is overnight.
Although I am an AGW sceptic, I would be very happy to use a non-oil based powered car, if and when they become as practical and affordable as the oil based ones.
There are many real reasons to move on from fossil fuels ie. Two examples are, they will run out eventually, and they are mostly produced by countries whose cultures are hostile to the western liberal democracies.
It always give me a wry smile when people enthuse about hydrogen power, saying that it only give off water vapour, when water vapour is the principal greenhouse gas in our atmosphere.
