Is using vinegar in a spray bottle alone a good disinfectant?
I hate using toxic chemicals in my house and they smell really but my mom buys all that junk and she wont listen to me when I tell her to buy environmentally friendly cleaning products, and I heard that vinegar is a good disinfectant but I don't know if you have to add other ingredients to it in a spray bottle than just vinegar. Is adding baking soda with it a good idea?

Vinegar is a great germ killer. The only thing you need to add is some water. Makes great fabric softener as well.
I would not add baking soda. I think it would be harder to wipe away if you added that. It might leave a residue.
Another cheap, easy idea is to clean your bathtub/shower with baby shampoo. Pretty harmless stuff, at least that's what they tell us. Works like you would not believe.
