UC-Davis has a respectable Bachelor's degree in Biological Systems Engineering. That's your best bet.
Normally, you can't enroll in a Master's in Engineering unless you do an undergrad in Engineering. However, there are ~dozen schools in the USA that offer an MSET in Engineering Technology, some of which are flexible enough that you could cobble up a program that looks very much like a Master's in Engineering.
